The Union Ministry of Health & Family Welfare (MoHFW), in collaboration with the Ministry of Education, issued a joint advisory directing all schools, colleges and universities across India to:

Implement the Tobacco-Free Educational Institutions (ToFEI) Guidelines
Follow the ToFEI Implementation Manual under the National Tobacco Control Programme (NTCP)
Conduct mandatory anti-tobacco awareness campaigns on campus

This advisory is backed by alarming national data:

8.5% of Indian students aged 13–15 already use tobacco.
5,500 children in India begin using tobacco every single day.
55% of lifetime tobacco users start before age 20.
